Understanding and mastery

The learner asked about (1) the relationship and difference between understanding and mastery, and (2) levels of mastery. The recorded working framework distinguishes understanding as a usable model for explanation, prediction, transfer, and assumption revision from mastery as reliable, independent, and appropriately flexible performance in defined task conditions. The practical hierarchy is: recognition → explanation → guided application → independent proficiency → transfer/flexible mastery → creation/teaching.
