Framework provided in response

Relationship and difference

  • Understanding concerns whether the learner can make sense of a concept: what it is, why it works, and which relations or mechanisms matter.
  • Mastery concerns reliable performance: whether the learner can use the concept accurately, independently, and flexibly in relevant tasks.
  • Understanding is usually a foundation for mastery, while attempts to apply a concept expose gaps and deepen understanding.
  • Mere repetition or fluent explanation is insufficient evidence of either robust understanding or mastery.

Working hierarchy of mastery

LevelLabelObservable evidence
1Exposure / recognitionRecognises a term or procedure when seen.
2Understanding / explanationCan explain the idea, relation, or procedure in their own words.
3Guided applicationCan complete a familiar task with an example, prompt, or model.
4Independent proficiencyCan complete typical tasks accurately and reliably without prompts.
5Transfer / flexible masteryCan select and adapt the idea in unfamiliar, changed, or complex situations.
6Creation / teachingCan evaluate alternatives, diagnose errors, improve an approach, and teach it to another person.

Important qualification

The hierarchy is a practical diagnostic model, not a claim that every topic must reach level 6. The required level depends on the learner’s real use case.
